I have never been drunk before (silly ol' pure Shy,) but it seems like drunk people on television are willing to sleep with the first person they see, regardless of their gender. This is done for comedy relief, rather than romance. I have also heard that sexual encouters between close friends are not too uncommon in Japan. I point to the Sailor Uranus/Neptune relationship as something that many people to be a close friendship cemented with casual sex.
