In any case, Kakarot was guareentted twenty-four hours on Earth. Meaning since he was already dead, it didn't matter if he powered up. Also, SSJ3 is the ardest form to hold, power wise. But Kakarot would still have had energy. Also, it takes a while to actually GO SSJ3. Vegeta would've taken his chance and blasted Kakarot before he could finish the transformation. That's not cheating. You can power up and fight at the same time. You see it all the time. Whenever one of the fighters is fighting with their aura up, they're charging energy. So booyaka.
