The neighbors are having an obnoxiously loud party and I'm getting angry. There is no excuse for having music so loud that it shakes my windows.

Find that out first. If she does have feelings for you and maybe she's too shy to make a move, go for it. However, if she doesn't feel like that about you, don't try to push her. You'll only make things akward between the two of you.
