Actually even if "Kakorott" had transfored, Muten Roshi would still have been stonger. Remember, it makes your power increase by 10x. Muten Roshi's maximum was higher than 100. Tien was stronger too. So, either of them could have fought him in transformed stte. Then again, we don't don't know how powerful Tien was at that time.
