They change location every time you move from one route/town to another. And, if you use Fly, they'll scatter to random locations on the map.

A good way to encounter them, if you've already seen them and you can track them with your Pokédex, is to fly to Violet City. Then check the location of them. If one is two routes away, head towards it. When you move out of the town and onto the route, it'll also move to an adjacent route. And, if it happens to move towards you, you'll end up on the same route as it. Then just use some Repellent to keep the weaker Pokémon in the area from attacking you while you run around in the grass waiting for it to attack you. If it ends up moving away from you or there isn't one two routes away from you, fly to Violet City again and repeat the process.

Using this method, it'll still take a long time to catch them, but not as long as it would if you were just trying to run around the world map trying to get on the same route as one of them... Unless you're incredibly lucky, that is. ;)

Instead of Using the Masterball on Lugia or Ho-oh *depending on the version* you should really keep it for one of the three Legendary Dogs, and if you just want them for the Pokedex, you should get a friend to do the same but with a different dog.

The best method of catching those three is the one Desy-B suggested. Just make sure that you have a Pokémon in the #1 slot of your Party that is between Lv. 35 and 40, with a high Speed rating. Also, a good thing for that Pokémon to have is a move that makes the opponent go to sleep. To catch my three, I used a Carbo-filled Haunter with Hypnosis. Using Dream Eater, I wittled down their health, and was able to capture them with Ultra Balls. You might want to stock up on Heavy Balls and Fast Balls before you start your little excursion after them, as well as about 10 or 15 Repels. Trust me, it's well worth the trouble of getting all those Apricorns and spending the money for the Repels. Once those three get up to the bigger levels and learn the better moves, they're some of the best Pokémon of their type.

Desy-B, now, is it? >_<

Myself, I used a level 30-something Jumpluff, with Sleep Powder and Tackle. It may have taken a long, long, long time, but I managed to get their life down to, like, one or two pixels on the life bar with tackle since it was so weak. Then I'd just put them to sleep, and start throwing Ultra Balls, Heavy Balls, and anything else I had. Unless you're using a Master Ball, it's mainly just luck for catching them, even if they are asleep and down in the red, though.

Got 'em. All three. Chased them down on my bike, because they run when you fly.
1) Fly 2 Violet City
2) Look up the nearest of the three
3) Chase it towards Goldenrod City, or just south of Ecruteak (when you get 2 the latter, the Pokemon in question should run towards Goldenrod)
4) If you get to the junction between Goldenrod, Ecruteak, and Violet, and your luck is right, the Pokemon will go 2 that little road between Goldenrod and National Park.
5) Go through National Park. It won't move!
6) Then you'll be on the same area. Head into the grass and either use a Repel or shove your way through a few common Pokemon to find your Legendary.
7) @ this point, I used a MasterBall. If they're weak enough, you can try Fast Balls, or a fast Pokemon with a sleep-inducing technique.

Happy Hunting!

Yes, that does happen from time to time. Of course, you have to be incredibly lucky for that to happen, especially for a Pokémon that is as hard to capture as one of the Legendaries (Raikou is actually believed to be the hardest to catch, as it has the highest Speed), but it seem Lady Luck was with you on that one. ^^

Actually, Raikou was the first one that I cought, and it was pretty easy. I just used a few Fast Balls after I got its life down in the red and put it to sleep, and I got it within the first few tries. After I got its life down into the red, I only had to run into it two or three times to catch it.

Then when I ran into Suicune for the first time, I just used my Master Ball (I had already gotten Entei down to almost no life, so I figured I might as well use it on Suicune and not bother with trying to get its life down).

Then I had a heck of a time catching Entei. I had it down to a sliver of life, and I'd put it to sleep and just throw ball after ball, and it just would not capture it. It was getting really annoying. I must have spent a couple hours just trying to catch Entei alone.

Huh. I guess it varies by GamePak, then. For most of the people I know, Raikou is the last one they catch. I guess your Raikou was different, or your just that good, Desy-B. lol

[...This is my first post ever in this forum, wow...]

Yes, all of the methods listed above. And some damn good luck. It's prettyy near-impossible. But I have gotten attacked by, and caughten, Entei and Suicine.

And I caught both of them just by accident, I was just walking around, and poof, suddenly I was attacked, heh.

One of us! One of us! lol

Yes, it is all by chance that you run into all three, except in Crystal, in which you have to fight and capture Suicune at the time of meeting in Tin Tower in order to try to capture the other two. Bah, it took me about two hours to run into those two in my Crystal. And another seven to capture them. >_<
