set 5 years before GTA Vice City.

There is a cargo ship heading for Vice Port, carrying loads of expensive cars and mysterious briefcases. Pastor Richards blesses the ship as it heads for port, carrying the expensive Banshee's Infernuses, and Deloreans. The ship docks, unloading the Deloreans First, these cars are Tax funded for the government officials and Pastor Richards gets one as well.

Suddenly, there is a massive explosion, confusion and panic ensue, as the precious cargo is lost to the sea. Pastor Richards and Steve Scott, the film director, are killed in the blast.

The government officials hatch a plan to got back in time to top the terrorists, believed to be the BlackerHeart, from executing, their master plan.

however, the BlackerHeart have stolen all the Deloreans that were unloaded, and are now running the entire city. It looks like it's up to the general scum and low lifes of Vice City, to band together to stop the evil attack, and, even if the Time travel plan fails, take revenge on the BlackerHeart...

[B]Personality Bio:[/B] Flash is an Agent for the ATF, and lives in Ocean Beach. He has recently come back for a vacation from a long Case in San Andreas, only to be thrown right back into a Gang-war he knows nothing about. Angrily and reluctantly, Flash joins the fight, but only because he has to.

On that case, he lost two of his partners and close friends, and has lately been seen at bars until last call, and even then he'd be sulking around. While normally a great member of the force, he is severly depressed and is performing poorly right now. He only goes by his casename, 'Blank', nowadays, and his real name is known to a select few. Also, he is currently thinking about accepting an offer with the FBI...

He is living in a nice condo on the Washington Beach highrise, a spacious, modern pad that could only stem from a very prominent salery...[That should tell you something.]

Known to be very aggresive and shows no mercy to the crminals he catches. Suspended twice for unnecessary violence and seved three months for assault and battery to a man who kidnapped his son. Has a scar across his right leg where he was attacked by a criminal trying to escape. Wears a black shirt, Blue Denim Jeans, And a black jacet with flames.
