TheShinje
Usually it explains it in the series, mostly it's out of hatred for the hero, or it is just simply the way they were born, Cell and Buu are the examples of the latter, you could say that, because of who they were created by/ what they were created for, was to destroy heroes/create chaos. Frieza and Raditz are exapmples of the first. their motivation is hatred, and domination. Frieza hates goku simply because he is a Saiya-jin. Raditz hated goku because he thought Goku had become weak and refuse to join the ruthless saiyan planet conquerors. Evry villian has a distinct motivation though, but you can categorise them specifically. Either they want the universe, or hate the others or both. Man, I felt that hard blow. lol Anyway, to help answer your question, I guess you can say the thing that makes a villan is the dark soul within. Thats usually what makes an evil person anyway. Anyone can be good, but if they have a touch of evil, an evil being(say for example....the devil)can take that little bit of hatred or whatever type of evil they have within a person, he can take it, twist it, and turn that person into the most sadistic and evil being there is. Vegeta for example. Had just a little bit...well, alot of evil within him. He was just turning good when all of a sudden, Babidi possessed him. And thus, makin his soul turn dark once again, and creating Majin Vegeta. Next, we have Buu. Sure, he was always evil, but that was until he absorbed Fat Kaioshin(cant remember which region he was). Once he absorbed Fat Kaioshin, he turned good...somewhat(okay, he's still evil, but that was because Bibidi made him that way). As you know, Buu was turning good, until his dog got shot. His anger enraged, thus makin his soul turn dark, and half of him(or you could say, half of his soul)was unleashed, thus creating Skinny Buu. Now, to get off of that example, we go to Cell and Frieza. Cell was created evil by Dr. Gero. Frieza was born evil because his father was evil aswell. So it didnt take any type of possession to turn their soul dark. They're soul was already pure evil to begin with. But thats pretty much the answer to your question. What makes a villan is the dark/evil soul within. And to answer your second question, there wasnt actually a villan that got CLOSE to destroying earth, but Buu and
Bebi
are the only ones to FULLY destroy earth(yeah yeah, it got wished back wit the Dragonballs, but earth was still destroyed by those 2 none the less.). Mighty kai
Well i think their appearance makes them villians. For example Frieza is a evil looking changling with a weird voice ok? whoo

If you have ever seen either Vampire Hunter D movies, you would know this. D looks very much like he could be a villain, but is not. On a DragonBall level, just look at Majin Buu; more specifically when he was Fat Buu. He was like the Pillsbury Doughboy. Aside from his tendency to get mad and randomly destroy things without a care, one could not really tell that he would be a villain. Take a look at some of the androids as well. I would say that, aside from Android #19 and Android #20 (aka Dr. Gero), they could all pass as protagonists. Though, Super Android #17 might be a little iffy. As you can see, appearance is not much of anything in determining villainy.
prestongraff
Villans love to kill, Vellans are Evil and want everything to their selves. Alot of villians also want to be immortal even though they are extremely powerful
Manic Webb
Akira Toriyama has some pretty one-dimensional villains in DBZ. Unless they eventually become a good guy, the villain will have almost no depth. There's only a few exceptions (ie. The androids are just programmed that way) No one even comes close to justifying their actions. Your average villain usually plays a whole spectrum of emotions... from A to D. SS5 Gogeta
What makes a villain a villain is that a villain is always a constant threat to what the hero is protecting. Look at Tao Pai Pai, when he was about to kill Bora, you would've expected that Goku would save him, but it turned out that Goku couldn't even save himself. So finally, a person who's evil that even the main hero, Goku couldn't beat, so he was a villain. The ones before him such as General Blue, didn't really pose as a challenge so he wasn't much of a villain, but he was evil. I hope people can understand what I just wrote. ^_^
Youko Minamino
Seru, Furiiza, Tao Pai Pai, and Pikkoro Daiomao are the only people in all of Dragon Ball I consider villians. Because they were 100% evil, and once, and in one cse, before they met Son, they were so intent on killing him. 3 of them wanted to take over the world after killing Son, which only 1 acheived. REVENGE2
1) Multiple forms. Name ONE DBZ mainseries villain that couldn't change into a new form. Even Vegeta could do it. Even Piccolo (getting really big). 2) Unstopable for most of the time until a mircale happens 3) Annoying voice. Piccolo and Vegeta sound like they've has a bug up thier ***, Freiza sounds like...I don't know but it's really annoying...Cell has this high-and mighty voice and I HATE the 2nd form's voice, and Majin Buu either talks like a kid or talks like an idiot. That's pretty much all it takes
