The Battle City tournament was created by Seto Kaiba. Ishizu Ishtar had invited him a private exhibition at the Domino Museum. She told him about the shadow games, etc.. One other thing she told him was about the Egyptian God Cards. Back in the times of the shadow games, there were 3 monsters feared above all others. These were Obelisk the Tormentor, Slifer the Sky Dragon, and The Winged Dragon of Ra. Pegasus made cards for them, but they were too powerful, even for him. He decided to give them to Ishizu to bury. She tells him that an organization called the Rare Hunters, who steal rare cards and sell them on the Black Market, are after the cards, and already have 2 of them. Ishizu tells Seto that if he were to hold a tournament, the large amount of rare cards would surely attract the Rare Hunters, along with the Egyptian God Cards. Ishizu then gives Seto Obelisk the Tormentor, though she tells him to give it back after the tournament. Out of greed, Seto does throw the tournament, hoping to get the other 2 cards and "create the most powerful deck ever", one that is sure to beat Yugi and win himself back the title of The Number 1 Duelist in the World.

I think that he covered it all except the few episodes that happened before the battle city like when yu-gi battles rebecca and he does Dungeon Dice Monsters.
