Probably because it is counted as spam, since most people wont even critisize a sig/avy but just rate them, and because it makes no sense to rate some people more than once, unless they keep changing it. But I don't see a reason why you should get your entire signature rated as well. "Oh yeah, I like your quote that says this. It's funny. I also enjoyed the colors you used here, here, and here.."
