A scanner is only used to make a digital image of something that is scanned. If you have an actual picture and you want to make it a digital picture, you'd have to use a scanner among other things. But you certian;y don't need a scanner to submit fanart, the two have nothing to do with each other. Anyway, this should go in Suggestions and feedback or something other than this forum.
