u have to be more specific....G?S?C? version...? g/s is the same but crystal is diff. gold a guy gives u a rainbow wing in viridian city and h-oh is located at the burning tower..duh.!
and lugia is at the caves next to cinnawood,,,,,

Well, I'm not a Crystal Version expert, but in G/S Ho-oh is at the verrrrrry top of Tin Tower. Lugia's location is more complicated, down in Whirl Islands. I'd give you a walkthrough, but I gotta go. Now...:D

on these games to get the rainbow wing on gold: save the radio tower from team Rocket the director will give it to you.
On silver go and talk to the man in pewter city and he will give it to you.
To get silver wing on gold talk to the man in pewter city.
And on silver save the radio tower.
It's that simple!!!

On Gold, to get the Rainbow Wing, save the Radio Tower from Team Rocket and talk to the director afterwards. He'll give it as a present. In Silver, you must beat the Elite Four and work your way through Kanto till you get to Pewter City. Talk to the traveler that's by the Route 3 exit. He'll give it to you as a present. On Crystal, you must capture all three legendary dogs in order to get the Rainbow Wing. Then go and talk to the leader of the Wise Trio. He'll deem you worthy of fighting Ho-oh and give you the Rainbow Wing. In all of the games, you must work your way to the top of Tin Tower in order to capture Ho-oh.

They are located at the very bottom of tin tower in crystal! you will only need to talk to the leader after you have caught all three lendandary dogs (Raikou, Entei, suicune.) the leader will then open some stairs and give you the rainbow wing Ho-Oh is at the top as in [COLOR=orange]Gold[/COLOR] and[COLOR=silver]silver[/COLOR] and will be at level 60 which will come as great news for silver version owners because it is ten levels lower. (you might what to use the master ball cheat on Gameshark, it helped me no end!)

Right, travel down to Whirl islands when you have the Silver wing from Olivine city keep to the right until you come to the first opening, you will need whirlpool to get rid of a few, once inside use flash to light up the cave.

Done that?

Good, now explore until you come to a water fall then travell down that, you will come to a small piece of land and enter the cave opening.

i would save your game here now go and surf in the water, Lugia should be there go up to him and press A then you will enter the battle.

Well Done You have just caught the two hardest Pokemon to capture on the game, give yourself a pat on the back.

I actually had difficultly with Ho-oh and the rainbow wing puzzle on crystal i only managed to get them thanks to [COLOR=red]Lady Katana[/COLOR] cheers . Lady K
